Jason joined Meeder in 2009. With over 25 years of experience in the financial services industry, Jason serves as the President of Meeder Public Funds and Meeder Wealth Management, overseeing the strategic direction and management of both business lines. Jason is a member of the Leadership Team working to define growth and innovation strategies for the overall firm. Jason is a Certified Financial Planner® (CFP®). Jason is also a graduate of The Ohio State University and received his Bachelor’s Degree in Business & Finance.

Jason started with the firm in 2006 and currently serves as the Senior Vice President of Public Funds. Jason is a Chartered Market Technician and brings more than a decade of investment industry experience, including a deep knowledge of investing in the public funds space.

Jonathan joined the firm in 2023 as Senior Vice President, Public Funds. Prior to joining Meeder, Jonathan most recently served as Chief of Finance & Senior Counsel at the Ohio Treasurer of State’s office, where his responsibilities included managing the Treasurer of State’s investment and debt portfolios. Jonathan holds an M.S. in Finance from Indiana University, a J.D. from the Emory University School of Law, and a B.A. in Political Economy from Tulane University.

Rick Phillips serves as Senior Vice President, Chief Investment Strategist. Before joining Meeder, Rick was the President and Chief Investment Officer at FHN Financial Main Street Advisors. With over 35 years of experience in municipal cash and investment management, Rick has worked with many of the country’s largest public entities. Rick is also the founder of the Government Investment Officers Association (GIOA), a national organization with over 1,000 government investment officers and corporate affiliates as members.

Eileen Stanic holds a B.B.A. in Finance from Cleveland State University where she was the recipient of the Wall Street Journal Award. She has over 30 years of treasury management and investment management experience including more than a decade of Ohio public funds investment advisory experience. She has presented at various Ohio public funds educational seminars and has served as a CPIM instructor. Eileen holds the Certified Treasury Professional (CTP®) designation and is a member of the CFA Institute and the CFA® Society of Cleveland.

Nick Vaccari is a registered investment adviser with over 10 years of hands-on experience working with public entities, specializing in cash flow, portfolio and investment policy analysis. Nick assists institutional and government clients in meeting their unique goals by identifying investment opportunities based on their individual short- and long-term needs, all while providing a commitment to customer experience. In addition to daily client relationship management, he is responsible for the development and advancement of Meeder Public Funds portfolio service offerings. Nick is a graduate of The Ohio State University and currently holds his Certified Treasury Professional designation.

Gregory (Greg) Balls joined Meeder in 2023 and has been managing fixed income portfolios for public entities for more than 15 years. Greg has extensive experience developing and implementing public fund investment strategies, cash flow analysis, credit analysis, and market strategy. Greg’s experience includes serving as the Assistant Chief Investment Officer for FHN Financial Main Street Advisors and managing portfolios for the State of Florida. He is a regular speaker at conferences at the national and local level.

Barry joined the Firm in 2022 and currently serves as Director Advisory Services of Meeder Public Funds. Barry brings more than 20 years of investment advisory experience, specifically in the public sector developing and servicing investor relationships with Texas government entities. He taught Public Funds Information Act certification courses throughout Texas and is an active member of Texas Association of School Business Officials, Government Finance Officers Association of Texas, and Government Treasurers’ Organization of Texas.

Tonya Dazzio joined Meeder in 2023. With over 30 years of experience in municipal cash and investment management, Tonya is responsible for client relationship management, developing and implementing investment programs, and monitoring investment program compliance. Prior to Meeder, she held roles as Chief Compliance Officer and Chief Operating Officer at FHN Main Street Advisors. Tonya also served as the Senior Investment Officer for Clark County, Nevada from 1998 to 2005 and is a proud founder of the Government Investment Officers Association (GIOA).

Scott’s role focuses on working with clients to implement and maintain investment objectives, manage future cash flows, and provide recommendations to drive investment results. Along with being a Chartered Market Technician, Scott has background in fixed income trading, portfolio strategy and cash management, along with research analysis for the management of client’s portfolios. Scott engages in speaking and educational opportunities to local governments.

Mike Kloack is a Director, Advisory Services with Meeder Public Funds and has over 25 years of experience serving Michigan public entities with their investment and related needs. He has an MBA with finance concentration from Spring Arbor University and has extensive experience in both cash flow and market analysis, as well as client relationship management. He is a regular contributor to industry training events and instructs on a variety of topics related to public funds investing. Mike is an active member of MMTA, MSBO, MGFOA, APTUSC, and MACT.

Jim joined Meeder in 2018 and has been managing fixed income portfolios for public entities since 2008. His responsibilities at Meeder include portfolio management, client relationship management, and trading. As a member of the investment and credit committees, he is intimately involved with the development and execution of our public funds investment strategies. Jim is also a frequent speaker at conferences and seminars relating to all aspects of public funds investment management. Becoming a CFA charterholder in 2012, Jim is an active member of the CFA Institute and the CFA Society of Columbus.

Gabe started his career with Meeder in 2022 as an Advisory Services Consultant and is now Director, Advisory Services. He came to Meeder from SS&C Technologies, where he was in Middle Office Trade Operations. Gabe graduated from the University of Cincinnati with a BA in Financial Planning.

Ben joined Meeder in 2022 and has been advising, trading, and managing fixed income portfolios for public entities since 2011 and has been working in fixed income investing since 2008. Ben’s responsibilities at Meeder include client advisory and client relationship management. Ben is intimately involved with the development and execution of investment strategies of his public fund clients. Ben has a degree in Finance from Westminster College and a Master of Business Administration from the University of Utah.

Phillip Jones is a registered investment adviser with over seven years of experience in the investment industry. He partners with institutional and public sector clients to develop customized investment strategies aligned with their unique goals and cash flow needs. A graduate of the University of Louisiana at Lafayette, Phillip is committed to providing exceptional service and delivering long-term value.

Shannon Boggess is an Advisory Services Consultant at Meeder and brings a wealth of experience to the team. Her background includes serving as Operations Analyst for FHN Financial Main Street Advisors, where she was involved in monitoring trade activity, maintaining the investment management database, and conducting monthly analysis and reconciliation of client accounts. Shannon also worked as a staff accountant for BD & Associates, showcasing her versatility in financial roles.

Harold joined Meeder in 2015. He is a graduate of The Ohio State University. He currently has 15 years of experience in the financial industry. Prior to working at Meeder, Harold worked in the fund accounting department for Citi Fund Services.

Katherine joined Meeder in 2022 as a Project Coordinator. She is a recent graduate of John Carroll University, where she had a double major in Finance and Financial Planning & Wealth Management and a minor in Leadership Development. Katherine was also a Leadership Scholar Student while at John Carroll.

Rachael joined Meeder in 2022 as an Administrative Assistant for Jason Headings while also supporting the Public Funds team. She earned a B.S. in Business Management from Wittenberg University, where she worked as an Administrative Assistant at the Alumni House and served as President of her sorority, Gamma Phi Beta. Before joining Meeder, she worked for Chase Bank.

Linda has been a hands-on manager of public funds since 1983. She is a certified finance administrator. Linda teaches nationally on the full range of treasury functions including investment strategy, investments, benchmarking, cash flow, cash handling and banking. During her 20 years in public finance, Linda was the City Treasurer of Fort Worth, Texas and Deputy State Treasurer/CIO for Texas. Linda is an active member of multiple Texas and national public finance professional organizations and has authored two books on public investing. She holds a Masters degree in Public Administration and was a Fulbright Scholar in Germany. Additionally, Linda’s authorship of the Public Funds Investment Act (PFIA) and Public Funds Collateral Act (PFCA) was instrumental in establishing investing parameters for public entities in Texas.

As Director of Fixed Income, Jason is responsible for the implementation of the Public Funds investment strategies as well as oversight of the portfolio management team. Jason also supervises the daily management of client portfolios, trade execution, portfolio strategy, portfolio construction, and the department’s market research. Jason is a member of our Investment and Credit committees. Jason has been with the firm since 2015. Jason is a CFA charter holder and a graduate of The Ohio State University.

David joined Meeder in 2024 as Director of Credit Research. David joined Meeder from the Huntington National Bank, where he held various roles in the Private Bank over the past ten years, including Portfolio Manager and Assistant Vice President, Senior Equity Analyst. During his time at Huntington, David covered a broad range of sectors, including Financials, Consumer Discretionary, Industrials, Healthcare, Energy, and Communication Services. Prior to joining Huntington, David worked at a research firm, conducting sell-side equity research across various sectors, and at a private equity firm. David holds a B.A. in Economics from Case Western Reserve University and an MBA from the Ohio State University, Fisher College of Business. David is a Chartered Financial Analyst (CFA) and a Chartered Alternative Investment Analyst (CAIA).

Jacob joined the firm in January 2019. Prior to joining the firm, Jacob worked in bank examination and regulation. Jacob is responsible for managing and trading public fund client accounts and contributing to economic research. Jacob is a member of our Investment and Credit committees and is involved in developing our investment strategies.Jacob is a CFA charter holder and a graduate of Western Kentucky University.

Amisha joined Meeder as a Portfolio Manager, responsible for the management and execution of public fund client accounts. Amisha is an alumnus of Indiana University of Pennsylvania, where she earned both a Bachelor of Science in Finance degree and a Master of Business Administration. She originally began her career at Meeder in 2015, where she managed the fixed income portion of Meeder funds, separately managed accounts and model portfolios, conducted sector and security research, and developed proprietary quantitative models. She has over 15 years of investment management experience.

David is a portfolio manager working directly on client accounts as a key contributor to fixed-income trading and portfolio construction. David joined Meeder from the Patterson Group in 2021. Prior to working with Patterson Group, David gained experience working with Fortune 500 companies Charles Schwab and Edward Jones in an investment advising capacity. He is a graduate of The University of Texas at Austin, McCombs School of Business having earned his Bachelor of Business Administration (BBA) degree with specialization in Finance and Investment Management.

Andrew is a Portfolio Manager with over 15 years of financial services and investment management experience. He is responsible for portfolio management and executing investment transactions for client accounts, and conducting market and economic research. He is also a member of Meeder’s Investment and Credit committees and is involved in developing and implementing investment strategies. Before joining Meeder, Andrew served as a portfolio manager for the Pennsylvania State Treasury, where he managed a short-term portfolio valued at $25 billion on behalf of the state and its agencies. Andrew holds an MBA from Lebanon Valley College and a BS in Finance from The Pennsylvania State University.

Robert brings nearly 25 years of investment industry experience to the firm. Robert is primarily responsible for conducting and maintaining credit research for the issuers included in the Meeder Money Market Fund, Public Funds, and STAR Ohio products. Robert also has experience managing our fixed income portfolios including the Meeder Money Market Fund, Tactical Income Fund, and Balanced Fund as well as fixed income separately managed accounts and model portfolios. Robert joined the firm in 2006. Robert holds an MBA from Western Michigan University and a BBA from Central Michigan University.

Wil’s primary responsibilities on the Public Funds team include assisting with client portfolio management, executing trades, and conducting market research.Wil graduated from the University of Dayton with a bachelor’s degree in finance.

Shraya Marri joined Meeder in 2025 as a Fixed Income Analyst, where she helps in client portfolio management and fixed income research. Prior to joining Meeder, Shraya worked as a Sales Operations Analyst at Westinghouse. Shraya graduated from Miami University of Ohio with a bachelor’s degree in finance.

Gregory Fisher joins Meeder from Ford, where he worked as a financial analyst, completing special projects for the firm with a focus on data analytics. He is on the Credit Research team, where he will help oversee the credit exposures of the public funds team and those of their clients. Greg is a graduate of Ohio State’s Fisher College of Business.

Evan Saylor is a Credit Analyst at Meeder, having completed his Specialized Master in Finance from Ohio State’s Fisher College of Business. He is involved in the active review of approved credit issuers, particularly corporates, and is currently actively pursuing the CFA designation.
